اعلنت قناة المسيرة التابعة لمليشيات الحوثي عن حصيلة أولية لعدد القتلى والجرحى جراء غارات جوية عنيفة للتحالف العربي بقيادة السعودية على معسكر لواء العمالقة في حرف سفيان بعمران.

وكانت مليشيات الحوثي سيطرت على لواء العمالقة الواقع في حرف سفيان بمحافظة عمران ما تسبب في تعليق وفد الحكومة الشرعية مشاركته في مفاوضات الكويت.

واكدت قناة المسيرة ان طيران التحالف العربي  أغار على لواء العمالقة في عمران وأن الحصيلة الأولية تشير إلى مقتل 13 وجرح 15 آخرين.

وذكرت مصادر محلية ان طيران التحالف العربي استهدف تعزيزات عسكرية من موقع قرن الدمم التابع لمعسكر العمالقة  كانت في طريقها الى محافظة الجوف لدعم مقاتليهم من أجل إستعادة السيطرة عليها مستغلين وقف إطلاق النار..

واشار المصدر، أن عددا من عناصر المليشيا دخلوا الموقع بغرض النهب بعد الغاره الرابعة الا ان الطيران عاود القصف ماتسبب في مقتل وجرح العشرات وتدمير سيارة إسعاف.

أصدر مجلس تنسيق المقاومة الشعبية بمحافظة تعز - جنوب غرب اليمن - بياناً بشأن ترحيل المئات من المواطنين من أبناء المحافظات الشمالية من قبل الوحدات الأمنية بمدينة عدن .

وجاء في نص البيان الذي حصل "المشهد اليمني" على نسخة منه

يدين مجلس تنسيق المقاومة الشعبية –تعز ما حدث ويحدث في محافظة عدن من ممارسات تستهدف أبناء تعز والمحافظات الشمالية ويستنكر المجلس أن تكون السلطات الأمنية والادارية في عدن وراء تلك الأعمال المتنافية مع القيم الوطنية والاخلاق اليمنية معتبراً ذلك الفعل خدمة لمشروع الانقلابيين و مضراً بالسلم الاجتماعي والتلاحم الوطني .
ومجلس تنسيق المقاومة وهو يدين هذا التصرف المشين يستنكر صمت السلطات الرسمية العليا ويطالبها ممثلة برئيس الجمهورية عبد ربه منصور هادي ودولة رئيس الوزراء أحمد عبيد بن دغر باتخاذ اجراءات حازمة حيال هذه الممارسات اللا وطنية والتي لا تخدم اليمن ولا اليمنيين كما يدعو المجلس سائر الكيانات والمكونات السياسية والمدنية والحقوقية والاجتماعية إلى إدانة هذا الفعل باعتباره جريمة تخل بالسلم الاجتماعي وتغذي الفرز المناطقي المقيت كما أن مجلس تنسيق المقاومة في تعز يثمن الموقف الوطني للحراك الوطني الجنوبي ولكل أبناء الجنوب ويؤكد أن الذين يمارسون مثل هده الأعمال ليسوا سوى استثناءً نادراً ولن يؤثر فعلهم على موقفنا الأخوي من أبناء الجنوب الأحرار ولن تثنينا هذه التصرفات عن مواصلة نضالنا من أجل يمن اتحادي قوي وعادل يعيش كل أبنائه متحدين ومتساويين .

افاد مصدر في الوفد الحكومي يوم أمس الاحد ان وفد الحوثي وصالح “لم يلتزموا بتعهداتهم” المتعلقة بمناقشة المسائل الاساسية في اطار ثلاث لجان عمل مشتركة تم تشكيلها برعاية الامم المتحدة.


واضاف المصدر في تصريحات صحفية لوسائل اعلام كويتية: ان وفد صالح والحوثي يشترطون “الاتفاق اولا على انشاء هيئة تنفيذية انتقالية».

وقال مصدر في الوفد الحكومي لوكالة فرانس برس أمس ان المتمردين “تراجعوا (عن مواقفهم) الى نقطة البداية”، وان ذلك “عقّد الوضع».

ونقلت وكالة “سبأ” التابعة للحوثيين أمس الأول ان اللجان المشتركة “لا يمكنها احراز تقدم الا بعد اتفاق على شكل الدولة والسلطة الانتقالية”، بحسب تصريح لاحد اعضاء الوفد المفاوض.

اضاف ان “الذهاب الى اللجان بدون وضوح وعدم توافق هو دوران في حلقة مفرغة وتضييع للوقت”، مشيرا الى ان وفد الحكومة “هو طرف حرب وخصم وليس من المقبول أن يكون هو الدولة».

وكلفت اللجان درس سبل حل المسائل ذات الطابع السياسي والامني والافراج عن المعتقلين بموجب القرار 2216 الصادر عن مجلس الامن الدولي، وينص على انسحاب المتمردين من المدن التي سيطروا عليها منذ العام 2014، وتسليم الاسلحة الثقيلة التي استولوا عليها.

اصدرت اللجنة الامنية في محافظة عدن، جنوب اليمن، بياناً جديداً  توضح فيه مبررات جريمة التهجير التي ارتكبتها الأجهزة الأمنية في المحافظة بحق المواطنين من أبناء المحافظات الشمالية:

بيان توضيحي صادر عن اللجنة الأمنية محافظة عدن:
تتابع اللجنة الأمنية محافظة عدن الترويج الإعلامي من قبل وسائل إعلام الانقلابين إزاء الاجراءات والتدابير الأمنية التي تنفذها الأجهزة الأمنية في محافظة عدن وفقاً لمقتضيات الخطة الأمنية الشاملة لتأمين عدن وسكانها من خطر الجماعات الإرهابية والتخريبية التي لم يعد بخافٍ على أحد ارتباطها بالقوى الانقلابية على الشرعية التي تسعى من خلالها لزعزعة الأمن والاستقرار واشاعة الفوضى واثارة الخوف والذعر في مدينة عدن والمحافظات المحررة وإظهارها للرأي العام المحلي والخارجي كمناطق خارجة عن سيطرة سلطات الدولة الشرعية، وبما يخدم ويعزز مواقفها التفاوضية في المفاوضات التي تديرها الأمم المتحدة حالياً في الكويت أو ستديرها مستقبلاً.
لذلك وتوضيحاً لأي لَبْس قد يثيره ذلك الترويج الاعلامي لدى الرأي العام المحلي والخارجي حول حقيقة ما يتم من اجراءات وتدابير أمنية في محافظة عدن حالياً، تؤكد اللجنة الأمنية العليا محافظة عدن على الآتي:
١) إن تلك الاجراءات والتدابير الأمنية تستهدف تأمين عدن وسكانها وحفظ دمائهم وسكينتهم وحقوقهم المحمية بجميع الشرائع السماوية والانظمة والتشريعات القانونية الدولية والوطنية، من أي خطر أو عدوان عليها أياً كان فاعله ومصدره.
٢) إن اجراءات التحقق من الهوية الشخصية الذي تنفذه الوحدات الأمنية ونقاط التفتيش المنتشرة في الخطوط الرئيسية ومداخل المدينة ومناطقها، وتوقيف من لا يحمل أوراق إثبات شخصيته، يمثل اجراءً قانونياً وتدبيراً أمنياً تقره التشريعات الوطنية النافذة وتستوجبه الأوضاع والظروف الاستثنائية التي تمر بها البلاد وعدن خصوصاً بعد انتشار الاغتيالات اليومية والأعمال المخلة بأمن واستقرار وسكينة المحافظة وسكانها، ولا تستهدف تلك الإجراءات والتدابير الأمنية اشخاصاً أو مواطني منطقة أو محافظات معينة كما تروج له بعض التناولات الاعلامية المغرضة، بل يخضع له جميع المواطنين أياً كانت منطقتهم أو محافظاتهم بمن فيهم مواطني عدن انفسهم، وبإمكان المنظمات والهيئات الحقوقية المحلية والدولية النزول والتحقق من ذلك على أرض الواقع.
٣) أن عدن كانت ومازالت وستبقى مدينة السلام والوئام والتآلف والمحبة والتعدد والتنوع العرقي والثقافي والفكري، دون تمييز بين أحد من سكانها أو وافديها بسبب الجنسية أو الدين أو الانتماء العرقي والمناطقي والجهوي، مع التأكيد على أن جميع ابناء محافظات الشمال متواجدون في عدن حالياً ومن سابق ويعاملون كأبناء عدن في جميع حقوقهم في الاقامة والتنقل وممارسة اعمالهم التجارية وغير ذلك، وبإمكان المنظمات الحقوقية والإنسانية النزول ورصد ذلك على الأرض، وإجراء حمل الهوية لا يستهدفهم وحدهم فقط كما قد يروج له.

يأتي ذلك بعد ساعات من ترحيل مئات العمال الشماليين من محافظة عدن واجبارهم على ترك بيوتهم ومهنهم ومحلاتهم التجارية خلال حملة امنية شديدة وواسعة.

صدر تعميم عسكري عن لواء عرف عن نفسه بلواء حماية عدن وذلك بعد تزايد السخط الشعبي على خلفية ترحيل المئات من أبناء الشمال من المدينة. واظهرت وثيقة تم تداولها عبر مواقع التواصل الاجتماعي فيسبوك تعميم صادر عن اجتماع اللواء الرابع للحزام الأمني لعدن، ان اجتماعا عقد السبت، مع عدد من القيادات الامنية في الحزام الامني، وخرج بعدة نقاط أهمها: ( تعميم لكل النقاط التابعة لكل مداخل عدن، بعد السماح لأي مواطن بالدخول الى عدن، إلا ما يثبت هويته – تعميم لعقال الحارات بجمع جميع البيانات الثابتة للساكنين والوكندات والدكاكين والورش – وتعميم  لمدراء عموم المديريات بعدن، بعدم اصدار تصاريح مزاولة مهنة اللوكندات حتى اشعار اخرى – تعميم لجميع النقاط الامنية بعدم مرور السلاح، إلا بترخيص من الجهات المختصة، وإزالة جميع العواكس في زجاجات السيارات  – تفعيل قرار منع الدراجات النارية واتخاذ الاجراءات اللازمة فيها. ولم تظهر الوثيقة توقيع أي قيادات من محافظة عدن سوا ختم لواء حماية عدن. وكانت سلطات الأمن في عدن رحلت أكثر من 800 عامل من أبناء الشمال غالبيتهم من تعز بسبب ماقالوا عنه عدم امتلاكهم أوراق ثبوتية. وأدت تلك الحملة الى سخط الكثير من أبناء الشعب ما أدى إلى تحرك رئاسي وحكومي عاجل حيث استنكر الرئيس هادي القيام بتلك الأعمال ورفضها وقال انها تخدم مليشيا الإنقلاب. كما كشف رئيس الوزراء الدكتور أحمد عبيد بن دغر عن توجيهات من الرئيس هادي بعودة جميع المرحلين ووقف تلك الأعمال التي لاتخدم الوطن .

صرح محمد آل جابر السفير السعودي لدى اليمن عن صدور توجيهات كريمة، بدعم لجان التهدئة والتنسيق التي تشرف عليها الأمم المتحدة مالياً لوقف إطلاق النار في اليمن، والتمكن من التثبت منه، وذلك عبر صرفها على لجان التهدئة اليمنية اليمنية، من أجل مواصلة عملها للتثبت من وقف إطلاق النار بين الطرفين، مشيراً إلى أن المملكة، حريصة كل الحرص، على وقف إطلاق النار، ومنع أي خروقات من قبل الأطراف اليمنية عبر هذه اللجان، التي تشرف عليها الأمم المتحدة بهدف تحقيق الأمن والاستقرار والسلام لليمن.

وقال السفير محمد آل جابر في تصريح لوكالة الأنباء السعودية : " إن المبعوث الأممي طلب خلال الاجتماعات من مجموعة السفراء أن تقدم دولهم الدعم المالي للجان التهدئة وتنسيق وقف إطلاق النار، لكي تمكنهم من إتمام عملهم بشكل فعال وبكفاءة لتثبيت وقف إطلاق النار ، واستجابة لذلك صدرت التوجيهات الكريمة من القيادة السعودية، بتوفير الدعم المالي للأمم المتحدة، من أجل سير عمل لجان التهدئة لتمكينهم من التثبت على حقيقة وقف إطلاق النار داخل الأراضي اليمنية، ومنع أي خروقات من الطرفين، خصوصا وأن خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز آل سعود ، وسمو ولي عهده الأمير محمد بن نايف، وسمو ولي ولي عهده الأمير محمد بن سلمان، حريصون كل الحرص على تحقيق الأمن والاستقرار والسلام لليمن، وإنجاح المشاورات، على أن تسلم هذه المبالغ إلى الأمم المتحدة، وهي من تتولى صرفها على لجان التهدئة اليمنية اليمنية وشدد آل جابر بأن قيادة المملكة حريصة كل الحرص على أن يعم السلام في اليمن وأن يصل الأشقاء اليمنيون إلى حلول وفق القرار الأممي 2216.

وأضاف : " كل الجهود تتركز نحو إنجاح المشاورات القائمة ونحن على تواصل واجتماعات مستمرة مع زملائنا سفراء دول مجلس التعاون الخليجي، وكذلك سفراء دول الـ 18، في لقاءاتهم التي تجمعهم مع اسماعيل ولد الشيخ أحمد، المبعوث الأممي لدى اليمن، لمناقشة الآليات والسبل الحثيثة في كيفية دعم ولد الشيخ، في مهمته بشكل كامل من أجل إنجاح المشاورات اليمنية اليمنية، بين طرفي الشرعية والانقلابيين.

وأشار سفير خادم الحرمين الشريفين لدى اليمن إلى أن المملكة قامت بجهود كبيرة في إنجاح هذه المشاورات، وتضمنت ما جرى القيام به في استضافة المملكة العربية السعودية للأشقاء اليمنيين في ظهران الجنوب، في مطلع الشهر الماضي، وتم التوقيع على سبع اتفاقيات في داخل المحافظات اليمنية، وكلا الطرفين ولله الحمد رحبا بجهود الرياض، وثمناها لحرصها على تحقيق الأمن والسلام والاستقرار والوصول إلى حلول شاملة وكاملة، لما يحقق الاستقرار للشعب اليمني، وفق القرار الأممي 2216.

وبين أن هذه الترتيبات لوقف إطلاق النار شملت تعيين لجنة عسكرية يمنية مشتركة من الطرفين لمراقبة الوضع في هذه المحافظات، والعمل على تهدئة ومنع أي خروقات من الأطراف اليمنية، إضافة إلى لجنة أخرى مدنية مهمتها، تكمن في فتح الممرات الإنسانية بالتنسيق مع الأمم المتحدة وتقديم المساعدات الإنسانية والإغاثة سواءً المساعدات القادمة من مركز الملك سلمان للمساعدات الإغاثية والإنسانية، أو عبر طريق الأمم المتحدة، حتى تصل إلى الشعب اليمني ، خصوصا وأن الطرفين رحبا بأن تشرف المملكة والأمم المتحدة عبر لجنة التهدئة والتنسيق على سير هذه اللجان والوصول إلى هذا الأمر، وهذا إنجاز كبير ساهم في إنجاح هذه المشاورات اليمنية".

في حديث خاص لـ"موقعنا" صرح مصدر سياسي في عدن والذي رفض الكشف عن هويته خوفاً من ملاحقته من قبل العناصر الحراكية المسلحة كشف إن الأحداث الأخيرة في عدن تقاد عن طريق سلسلة من القرارات  والتوجيهات التي تصدر من قبل قيادات القوة العسكرية الأماراتية المشاركة ضمن التحالف العربي.

مبيناً إن قيادي عسكري كبير من الامارات هو من يحكم عدن فعلياً بطريقة "الحاكم العسكري".
وأشار المصدر إلى استحداث الحاكم العسكري الأماراتي لعدن قوة امنية خاصة وتابعة له من مسلحي "الحراك الجنوبي" التابعين لقيادات متواجدة في الخارج تم تدريبهم خلال الفترة الماضية في الامارات.

كاشفاً عن قيام هذه القوة الأمنية بعمليات مداهمات دون اذن مسبق من قيادات السلطة المحلية أو الأمنية التابعة للمحافظ عيدروس الزبيدي ومدير امن عدن شلال شايع.

مؤكداً إن الأحداث والمداهمات والترحيلات تقوم بها هذه القوة الأمنية التابعة لـ"الحاكم العسكري الاماراتي" حد قوله.

 واضاف ايضا في منشورله بالفيسبوك إن المخالف لإثبات الهوية يحال إلى القضاء وهو الجهة الوحيدة التي لها حق فرض غرامة أو توقيف.
وأوضح أن المسؤولية تقع على عاتق هذه السلطات في تشغيل النيابات والمحاكم، وليس إطلاق يد المليشيات الأمنية لانتهاك حقوق الانسان.
وخاطب سلطات عدن محذرا إياها من عواقب محاكمتها دوليا على هذه الجرائم قائلا:يا بني قومي في عدن..راجعوا أنفسكم قبل أن تصبح قضيتكم في المحافل الدولية قضية تمييز ضد الإنسانية!
