اهتمت صحيفة “الجارديان” في تقرير لها، بإعلان لجنة التنمية الدولية بمجلس العموم البريطاني، عن أن حديث الحكومة البريطانية عن أن حملة القصف الجوي، التي تقودها المملكة العربية السعودية ودول التحالف العربي في اليمن، لا تمثل خرقًا للقانون الإنساني الدولي، مخيب للآمال بشدة.
واعتبرت الصحيفة أن إعلان اللجنة يمثل توبيخًا لوزير الخارجية البريطاني “فيليب هاموند”، الذي أصدر تقييمه على الرغم من تقرير صادر برعاية الأمم المتحدة وكثير من الجمعيات الخيرية، قدم أدلة على عكس تقييم وزير الخارجية. و أشارت اللجنة التي يهيمن عليها حزب المحافظين، إلى أن لجنة التحقيق السعودية في الحملة العسكرية باليمن والمدعومة من قبل وزارة الخارجية البريطانية، غير مناسبة، ودعت لتحقيق مستقل.
ووفقًا لتقرير لجنة التنمية الدولية بمجلس العموم فإن هناك أدلة واضحة على أن القانون الإنساني الدولي جرى انتهاكه، مما جعل جهود الإغاثة صعبة وخطيرة، فالمدارس والصحة والمياه والإمدادات الغذائية معرضة للخطر، في حين يتحمل السكان المدنيون العبء الأكبر جراء القتال، وتواجه اليمن واحدة من أسوأ الأزمات الإنسانية في العالم، خاصة أن 82 % من السكان في حاجة للمساعدة.
وذكرت الصحيفة أنه وفي دليل على حساسية العلاقات السعودية البريطانية، أعاق نواب حزب المحافظين باللجنة، دعوة لوقف مبيعات الأسلحة البريطانية للرياض.
وأضافت أن النواب المحافظين الستة في اللجنة المكونة من 11 نائبًا، صوتوا لنقل مسألة مبيعات الأسلحة البريطانية إلى لجنة منفصلة متخصصة في صادرات الأسلحة.
وتناول وزير الخارجية البريطاني عدة أسباب تجعل الحكومة البريطانية مستمرة في تراخيص بيع الأسلحة للسعودية، ومنها أن التحالف الذي تقوده السعودية لا يستهدف المدنيين، وتحقق المملكة في الحوادث المثيرة للقلق، بما في ذلك ما يتعلق بسقوط ضحايا مدنيين، مؤكدًا على أن الرياض دخلت في حوار بناء مع لندن بشأن عملياتها والحوادث المثيرة للقلق، مضيفًا أن الرياض كانت ومازالت ملتزمة بالامتثال للقانون الإنساني الدولي.
