في حديث خاص لـ"موقعنا" صرح مصدر سياسي في عدن والذي رفض الكشف عن هويته خوفاً من ملاحقته من قبل العناصر الحراكية المسلحة كشف إن الأحداث الأخيرة في عدن تقاد عن طريق سلسلة من القرارات  والتوجيهات التي تصدر من قبل قيادات القوة العسكرية الأماراتية المشاركة ضمن التحالف العربي.

مبيناً إن قيادي عسكري كبير من الامارات هو من يحكم عدن فعلياً بطريقة "الحاكم العسكري".
وأشار المصدر إلى استحداث الحاكم العسكري الأماراتي لعدن قوة امنية خاصة وتابعة له من مسلحي "الحراك الجنوبي" التابعين لقيادات متواجدة في الخارج تم تدريبهم خلال الفترة الماضية في الامارات.

كاشفاً عن قيام هذه القوة الأمنية بعمليات مداهمات دون اذن مسبق من قيادات السلطة المحلية أو الأمنية التابعة للمحافظ عيدروس الزبيدي ومدير امن عدن شلال شايع.

مؤكداً إن الأحداث والمداهمات والترحيلات تقوم بها هذه القوة الأمنية التابعة لـ"الحاكم العسكري الاماراتي" حد قوله.

مستشهداً بما حدث من اقتحام لمنزل وكيل جهاز الأمن القومي بالجمهورية " محمد جميع الخضر" مساء الثلاثاء 26 ابريل الماضي واعتقل اثنين من أبنائه.

موضحاً إن "الخضر" - والذي يعتبر من أكثر الشخصيات الامنية الرافضة لإطلاق سراح الخلايا الايرانية أبان تواجده في صنعاء 2014م- تواصل شخصياً مع قيادات السلطة المحلية والقيادة السياسية التي أكدت "أنها لم توجه أي قوة امنية".

وأضاف المصدر لـ"موقعنا" عن رفض القوة العسكرية الأماراتية فتح مطار عدن الدولي الا بوضع قوة أمنية تابعة لهم وهو الأمر الذي رفضته الرئاسة اليمنية.

تحدث  رئيس الوزراء الدكتور " أحمد عبيد بن دغر" انه التقى  صباح اليوم الأخ الرئيس عبدربه منصور هادي، رئيس الجمهورية، وناقش معه حادثة طرد المئات من المواطنين من أبناء المحافظات الشمالية من عدن مساء أمس، فوجه فخامته بوقف هذه الأعمال والممارسات غير الدستورية وغير القانونية والمنافية لأبسط حقوق الإنسان. وأمر على الفور بالسماح لهم بالعودة وممارسة أعمالهم بصورة طبيعية وآمنة. وقال رئيس الوزراء أن حكومة الجمهورية اليمنية ترى أن الشبهات التي تحوم حول أشخاص بعينهم بسبب سلوك مخابرات صنعاء، ومليشيات وقوات صالح لا تستوجب هذه العقاب الجماعي القاسي بحق مجموعة من المواطنين، وأن الأعمال التي يقوم بها العشرات لا تستدعي بأي حال من الأحوال طرد المئات منهم من منطقة إلى أخرى. هذه ممارسات تخدم الحوثيين وصالح وتؤذي الشرعية، وتضعف من جهودها في استعادة الدولة، وهزيمة العدو، كما تزرع الكراهية والبغضاء. واضاف رئيس الوزراء في تصريح ظهر اليوم أن الصعوبات والاضطرابات الأمنية التي تعيشها عدن تتطلب تفعيل الأجهزة الأمنية وليس عقاب المواطنين. وتكثيف الجهود الاستخبارية التي تمنع القيام بأعمال إرهابية مصادرها تكاد تكون معروفة. ودعا رئيس الوزراء محافظ عدن ومدير الأمن إلى ضبط عمل كل الأجهزة التي تعمل تحت مسؤوليتهم، ومنعها من القيام بآية أعمال تخل بحقوق المواطنة، ومنها كرامة الأنسان اليمني الذي هو هدفنا وغايتنا في الحاضر والمستقبل، وأن ثقة القيادة به رجلاً أول في المحافظة، وبقيادة الأمن التي أثبتت قدرتها على مواجهة الصعاب وأعمال الإرهاب بشجاعة نادرة قادرة على حماية المواطنين ومنع التعدي على حقوقهم. اليمني حر في اختيار عمله، ومكان سكنة، في أي مكان من اليمن يختاره. وفي الختام عبر رئيس الوزراء عن أسفه الشديد للعاملين والمواطنين عما لحق بهم من أذى. ودعا المتسببين فيها للاعتذار للمتضررين كما طالب الذين طالهم الطرد بالعودة وممارسة حياتهم العادية. ووجه السلطات المحلية بحمايتهم. مخاطباً الجميع للتحلي بروح التسامح والإخاء والتعالي عن الأحقاد والخصومات التي لا يمكن لها أن تبني وطناً أو تحمي مجتمعاً، المصدر : متابعات خاصة

وصف عبدالرب السلامي القيادي الجنوبي حملة ترحيل أبناء الشمال من مدينة عدن من قبل السلطات الأمنية بأنها انتهاكات لحقوق الإنسان غير مبررة,داعيا لوقفها.

وردا على مزاعم القائمين على الحملة بأنها تستهدف فاقدي الهوية,
 واضاف ايضا في منشورله بالفيسبوك إن المخالف لإثبات الهوية يحال إلى القضاء وهو الجهة الوحيدة التي لها حق فرض غرامة أو توقيف.
وأوضح أن المسؤولية تقع على عاتق هذه السلطات في تشغيل النيابات والمحاكم، وليس إطلاق يد المليشيات الأمنية لانتهاك حقوق الانسان.
وخاطب سلطات عدن محذرا إياها من عواقب محاكمتها دوليا على هذه الجرائم قائلا:يا بني قومي في عدن..راجعوا أنفسكم قبل أن تصبح قضيتكم في المحافل الدولية قضية تمييز ضد الإنسانية!
وختم بالتأكيد أنه يوجد في الشرع أو القانون ما ينص على التهجير العنصري أو المناطقي.
وكانت السلطات الأمنية في مدينة عدن،نفذت أمس حملة ملاحقات وعمليات ترحيل للمئات من المواطنين من أبناء المحافظات الشمالية، بدافع ما قيل إنهم لا يحملون هويات،وهو أمر نفاه مواطنون محتجزون ظهروا وهم يرفعون بطائقهم.

وحث الجميع على توحيد الامكانات والجهود للإسهام في زرع الأمن والسكينة والاستقرار الذي ينشده الجميع ..محذرا من بذور الشتات والتفرقة والمناطقية المقيتة التي يحاول البعض زرعها خدمة لأجندة مكشوفة تخدم في المقام الاول ميليشيا الحوثي وصالح الانقلابية .

وقال فخامة الرئيس ” ان الممارسات الفردية لترحيل المواطنين من ابناء تعز او غيرها مرفوضه ، فتعز كانت وستظل العمق لعدن فهي مننا والينا وكذلك كل محافظات الوطن.. نعم الأمن وتعزيزه واستتبابه مطلوب والاجهزة التنفيذيه والامنية بعدن جديرة بتحمل هذه المهام وعلى الجميع التعاون معها بعيدا عن الارباك وخلط الأوراق “.

هذا وقد عبر الجميع خلال حديثهم على سرورهم بهذا اللقاء مع قيادة البلد الشرعية التي تحت رايتها وكنفها خرج الجميع للدفاع عن االارض والعرض وكذلك أتت عاصفة الحزم لتلبية النداء في وجه الميليشيا الانقلابية الذين لم يتورعوا في قتل الأبرياء من الأطفال والنساء وتدمير كل مقومات الحياة وبناها التحتية.

واشاروا الى ان تلك المعاناة والمأسي التي شهدتها عدن ستظل شاخصة في سفر التاريخ على حجم العداء والحقد الدفين لتلك القوى الباقية التي تحمل مشروع الاقصاء والتدمير”..مطالبين بالاهتمام بأوضاع اسر الشهداء وأفراد المقاومة لاستكمال دمجهم في مؤسسات الدولة المختلفة.

أصدر مفرج الحقباني وزير العمل تنظيمات جديدة من شأنها المساهمة في الحد من ارتفاع التكاليف مع توفير الخدمة الفورية والحماية للمواطن من أي مخاطر وذاك باختيار العاملة قبل التعاقد، حيث تضمنت التنظيمات ضوابط وقواعد جديدة لممارسة نشاط الاستقدام وتقديم الخدمات العمالية. وذلك بالتعديل على بعض بنود ومواد لائحة شركات الاستقدام وتنظيم استقدام العمالة للغير وتقديم الخدمات العمالية. وتشتمل التنظيمات الجديدة على: أولاً : تقدم شركات الاستقدام خدمات العمالة المنزلية لعملائها وفقاً لما يلي: تقديم خدمات العمالة المنزلية المنتهية بنقل الخدمة. تقديم خدمات العمالة المنزلية بعدد ساعات محددة في اليوم أو في الأسبوع، مع بقاء العامل المنزلي في سكن الشركة خلال فترة تقديم الخدمة. ثانياً : يجب عند طلب شركة الاستقدام تأشيرات لاستقدام عمالة منزلية مخصصة لتقديم الخدمات العمالية، تحديد نوع تقديم الخدمة المطلوب التأشيرات عليها، وذلك وفق نموذج الطلب المُعد من الوزارة . ثالثاً : يجب على الشركة عند تقديم خدمة العمالة المنزلية لعملائها أن تلتزم بالتكلفة المعتمدة من الوزارة، وفقاً للآلية التي تم تحديدها في نموذج تقديم الطلب. رابعاً : تلتزم الشركة عند تقديم الخدمة المحددة في الفقرة (1) بالبند (أولاً) بالآتي : نموذج عقـد تقديم خدمات عمالة منزلية منتهي بنقل الخدمة المعتمد من الوزارة، وذلك عند تقديم الخدمة . الالتزام بالتنازل عن خدمة العامل المقدم خدماته للعميل المستفيد من تقديم خدمة العامل ، وذلك بناءً على رغبة العميل بالتكلفة المحددة المتفق عليها مع الوزارة . خامساً : يجوز للشركة تغيير نوع تقديم خدمة العامل المنزلي المحددة في الفقرة (2) من البند (أولاً) إلى تقديم خدمة العامل المنزلي المحددة في الفقرة (1) من نفس البند، على أن تلتزم بما جاء بالبند (رابعاً) . سادساً : ألا تخل الشركة عند ممارسة تقديم الخدمات العمالية بممارسة نشاط التوسط المرخص له به. سابعاً : مع عدم الإخلال بالعقوبات المقررة، إذا خالفت الشركة أي من التزاماتها المنصوص عليها في هذا القرار، فيحق للوزارة إيقاف خدماتها و إيقاف التأشيرات الممنوحة لها. ثامناً : يطبق هذه القرار على عقود تقديم خدمات العمالة المنزلية المستقدمة بتأشيرات صدرت بعد تاريخ سريانه. كما اصدر معالي وزير العمل قرارا جديدا يمكّن المكاتب من تقديم خدمات متنوعة للعمالة المنزلية تتضمن التوسط وتقديم الخدمات المنتهية بنقل الخدمة، وذلك انطلاقا من حرص الوزارة على توسيع نطاق المنافسة بين مقدمي خدمات العمالة المنزلية، وفقا لما يلي : أولاً : يمنح مكتب الاستقدام صلاحية تقديم خدمات العمالة المنزلية المنتهي بنقل الخدمات، وفق الشروط التالية : أن يكون التقدم بطلب منح التأشيرات، وفق نموذج الطلب المُعد من الوزارة . أن يلتزم المكتب بتقديم الخدمة، وفق التكلفة المعتمدة من الوزارة، وفقاً للآلية التي تم تحديدها في نموذج تقديم الطلب. أن يكون المكتب في النطاق الأخضر، وفق برنامج تحفيز المنشآت لتوطين الوظائف (نطاقات) . أن يكون قد مضى على ممارسة المكتب للنشاط المرخص له به مدة لا تقل عن اثني عشر شهرًا هجريًا . ألا يكون قد سبق إيقاف المكتب خلال اثني عشر شهراً سابقة. ألا يقل عدد التأشيرات الممنوحة عن خمسين تأشيرة، و لا تزيد عن مائتي تأشيرة، بحيث لا تتجاوز نسبة العمالة المنزلية الرجالية (10%) من إجمالي طلب هذه التأشيرات . تقديم ضمان بنكي مستقل ساري المفعول، و خاص بتقديم الخدمات العمالية المنزلية المنتهي بنقل الخدمات بواقع خمسة آلاف ريال لكل تأشيرة . الالتزام بإيواء العمالة المستقدمة لهذا الغرض، على أن يوفر مقراً لإسكان العمالة المنزلية تتحقق فيه الشروط و المعايير المعتمدة من الوزارة بالقرار الوزاري رقم (1/1/1238)وتاريخ 28/02/1435هـ بنسبة لا تقل عن (25%) من عدد التأشيرات الممنوحة . الالتزام بنموذج عقـد تقديم خدمات عمالة منزلية منتهي بنقل الخدمة المعتمد من الوزارة، وذلك عند تقديم الخدمة . الالتزام بالتنازل عن خدمة العامل المقدم خدماته للعميل المستفيد من تقديم خدمة العامل، وذلك بناءً على رغبة العميل بالتكلفة المحددة المتفق عليها مع الوزارة . ثانياً : ألا تخل هذه الصلاحية بممارسة نشاط التوسط المرخص له به. ثالثاً : مع عدم الإخلال بالعقوبات المقررة، إذا خالف المكتب أي من التزاماته المنصوص عليها في هذا القرار، فيحق للوزارة إيقاف خدماته و إيقاف التأشيرات الممنوحة له . رابعاً : يجوز للمكتب المرخص له بهذه الصلاحية طلب التعويض بتأشيرات جديدة بالقدر الذي نقص من العمالة التي لديه لتقديم الخدمات العمالية المنزلية نتيجة نقل خدماتهم أو ترحيلهم، شريطة استمرار توافر الشروط والالتزامات المذكورة أعلاه . في حين اعتمدت التنظيمات نموذج عقد جديد لخدمات التوسط لاستقدام العمالة المنزلية ومن في حكمهم بدلا من المعمول به حاليا، وفقا لما يلي: أولاً : يعتمد نموذج عقـد خدمات التوسط لاستقدام العمالة المنزلية ومن في حكمهم ، بالصيغة المرفقة . ثانياً : يعتمد نموذج عقـد تقديم خدمات عمالة منزلية منتهي بنقل الخدمة ، بالصيغة المرفقة . ثالثاً : يلغي هذا القرار كل ما يتعارض معه، و على المرخص له الالتزام بهذه النماذج والعمل بها خلال خمسة عشر يوماً من تاريخ هذا القرار

أيَّدت اللجنة المالية بمجلس الشورى مقترح نظام "رسوم التحويلات النقدية للعاملين الأجانب" في المملكة. وأوضحت اللجنة أن النظام المقترح من عضو المجلس د. حسام العنقري يهدف إلى تشجيع العاملين المقيمين في المملكة لإنفاق مدخراتهم النقدية أو استثمارها داخل المملكة، كما أنه يحد من قيامهم بممارسة أعمال إضافية والحصول على دخل بشكل غير نظامي، وبالتالي الاسهام في زيادة فرص العمل النظامية المتاحة ومعالجة العديد من المشكلات التي يعاني منها الاقتصاد السعودي. وأوصت اللجنة بملائمة دراسة المقترح، مؤكدةً أخذها بالاعتبار عند موافقة المجلس على توصيتها عدة جوانب كعدم تعارضه مع اتفاقيات المملكة مع صندوق النقد الدولي والاتفاقيات الأخرى، وكذلك شمولية وملاءمة مواد النظام لتحقيقه الأهداف المرجوة وستقوم اللجنة باستضافة ممثلي الجهات المعنية للاستئناس برأيهم ومنها وزارات، الداخلية، المالية، العمل، التجارة، ومؤسسة النقد ومجلس الغرف السعودية. وفي شأن آخر، أوصت لجنة الثقافة والإعلام الشوريَّة برئاسة د. أحمد الزيلعي بالموافقة على ما رآه مجلس الوزراء من عدم مناسبة إنشاء مجلس أعلى للثقافة في المملكة، الذي سبق أن اقترحه الشورى في قراره الصادر في منتصف جمادى الأولى عام 1433هـ، مؤكدةً وجاهة الرأي الوارد من الحكومة في ظل التوجه العام بإلغاء المجالس والهيئات العليا والاكتفاء بمجلسين يرتبطان تنظيماً بمجلس الوزراء. وأشارت اللجنة إلى عدم وضوح دور بعض المجالس العليا وعدم تحقيقها للنجاح المأمول وعدم تمكنها من القيام بأدوارها التشريعية والتنظيمية كالمجلس الأعلى لرعاية العلوم والفنون والآداب، والمجلس الأعلى لرعاية الشباب، والمجلس الأعلى للإعلام. ورأت اللجنة ضرورة قيام وزارة الثقافة بدورها بالنهوض بالمهام المنصوص عليها في قرار الشورى المتعلق بإنشاء المجلس الأعلى للثقافة، خاصة بعد فصل الأجهزة الإعلامية عن الوزارة وتخفيف الكثير من الأعباء عنها مما يحتم عليها التقدم في ذلك

Finance Committee of the Shura Council supported the proposal of "cash transfer fees for foreign workers" system in the UK. The Commission explained that the proposed system of council member d. In another matter, the Committee on Culture and Information Shura headed by Dr. Ahmed Zayla'i agreeing to what he saw as the Council of Ministers of the lack of suitable establishment of a higher council for culture in the UK, which has already been proposed by the Shura Council, in its resolution issued in mid-May the year 1433 AH, stressing the relevance of the view expressed by the government in light of the general trend to abolish councils and upper bodies and sufficiency bicameral linked organized the Council of Ministers. The Committee noted the lack of clarity of the role of some supreme councils and non-achievement of success and hopefully not being able to do the legislative and regulatory roles like the old top to take care of Sciences, Arts and Letters, and the Supreme Council for Youth Care, the Supreme Council for Media.  أكد مصدر مقربه من مبعوث المم المتحدة إلى اليمن إسماعيل ولد الشيخ احمد اليوم السبت إن مشاورات السلام اليمنية التي تستضيفها الكويت برعاية الأمم المتحدة لاتزال مستمرة.

وقال المصدر لوكالة الانباء الكويتية (كونا) انه من الطبيعي ان تمر جلسات المشاورات بمراحل صعبة وانه قد تصل الى  ان تلفظ  انفسها الاخيره ، مجدد التأكيد على انها مستمرة ولم يجر تعليقها.

ويأتي تصريح المصدر الاممي ردا على ما تناقلته بعض وسائل الاعلام بشان تعليق مبعوث الأمم المتحدة إلى اليمن مشاورات السلام بسبب خلافات بين الأطراف اليمنية حول القضايا المدرجة على جدول الأعمال.

 A source close to the UN envoy to Yemen, Ismail Ould Cheikh Ahmed said Saturday that the Yemeni peace consultations hosted by Kuwait under the auspices of the United Nations are still ongoing.
